Texas County Progress

The Official Publication of the County Judges and Commissioners Association of Texas

From The Second Vice President

October 1, 2011 by Sarah L

Published October 2011

From the Second Vice President

At the time this article is being written, our CJCAT President Don Allred, Oldham County judge, is recovering from an ATV accident. In addition, our First Vice President Debbie Gonzales Ingalsbe, Hays County commissioner, is recovering from neck surgery. As I was reading my e-mails earlier this week, I noted updates on both of our fellow officials, along with words of comfort and mention of prayers for speedy recoveries for both of them. I have always felt that as county officials we are one large family; when one of our family members is in need, we are there to give support and prayers. I know I speak for all of us in wishing Judge Allred and Commissioner Ingalsbe our very best.

Also, at the same time this article is being written our state is in a crisis due to the massive wildfires that have been burning throughout so many of our counties.  Johnson County has had numerous fires. Once again I have watched how cities and counties have united to overcome this difficult time. We live in the greatest State in the Union.

As many of you know, we are looking toward an important election to be conducted Nov. 8 when voters will have the opportunity to approve or reject 10 proposed changes to the Texas Constitution, some of which will have an effect on county government and elected officials.  It will be extremely important for each of us to educate ourselves so we can help educate our constituents. A detailed account of these propositions can be found in this issue.

Finally, I know that most commissioners courts have their new budgets ready for adoption.  This has been a difficult year for Johnson County.  There is an old saying that I have always tried to remember:  “Fail to Plan, Plan to Fail.”  Now is the time for us to start planning for next year’s budget.

I hope to see you in Odessa at our Annual Conference.
