Texas County Progress

The Official Publication of the County Judges and Commissioners Association of Texas

Report from the General Counsel

January 3, 2006 by Sarah L

State Association Services

Organized in 1922, the County Judges and Commissioners Association of Texas provides many services to its members. Several important ones include:
Education: The State Association maintains an educational program to provide commissioners court members with continuing opportunities to expand their skills and training. The Commissioners Education Committee reviews and certifies education programs. The Association maintains a central computerized transcript for each county commissioner and certifies compliance with the statutory requirements for continuing education. The Association provides at least 16 hours of continuing education at each state conference. With the Texas Association of Counties, the V. G. Young Institute of County Government, Texas Cooperative Extension, and the LBJ School of Public Affairs, the State Association has developed the Commissioners Court Advanced Curriculum, formerly Curriculum 2000, for advanced education of commissioners court members.
Legislation: The State Association monitors legislative activity and provides information to legislators and our members on the effect of legislative proposals. Through the general counsel and the State Association officers, the Association assists in the study, drafting, and consideration of county-related legislation.
Legal: Through the general counsel, the State Association provides consultation concerning county legal issues to its members by toll-free telephone or e-mail messages. The Association prepares and files legal briefings on Attorney General Opinion Requests and litigation affecting county government.
Publication: County Progress magazine is the official publication of the County Judges and Commissioners Association of Texas. It provides valuable information to our members. The State Association provides a subscription to County Progress to each member and each state legislator.
The State Association is funded by annual dues and conference fees. Due to increased costs for the Association programs, the Executive Board has adopted the first dues increase in several years. We hope that you will give continued support to your State Association and let us know how we may improve our services and programs.
