On February 7, 2007, Sam D. Seale passed away in Austin, Texas. Sam left a legacy of leadership and service that will stand forever.
In 1983, Sam Seale and the other members of the Executive Board of the County Judges and Commissioners Association of Texas persuaded me to leave the Office of the Attorney General and serve as the first general counsel of the State Association. This began 24 years of friendship and fellowship. As Sam progressed in his career, serving as State President of our Association, and then directing the Texas Association of Counties, his values and character served as a guiding light for all of us.
With determination and perseverance, Sam led the Texas Association of Counties on a path of greater service and established a lasting record of accomplishment. A true trailblazer, we had the privilege of following in his footsteps for many years. Let us continue his legacy by supporting strong, effective county government in Texas.
