Extraordinary Leadership

     Dade Phelan, serving his first year as Speaker of the Texas House of Representatives, cannot be overlooked or viewed as only a mere success for conservative movement on behalf of Republican policies. Speaker Phelan used a bipartisan approach despite pressure from those who wished to silence our voice and remove our right to representation. His approach seemed to resonate with lawmakers, whether they were for or against specific legislation. 

     Former Speaker Bonnen left such a mess to be cleaned up. County Judges and Commissioners owe a great deal of gratitude to Speaker Phelan for not allowing overbearing bills to be heard not only during the regularly scheduled 87th Legislative Session hearings, but during the two special called session that followed, as well. So kudos to those who recognized and supported local control and did not get in the witch hunt to gain favor from those who imagine they know what’s best for rural and urban Texas. The good news is, Dade Phelan should not have an opponent, as his performance was well received in the Senate and the House. When representatives walked out in opposition to the voting bill, Speaker Phelan’s patience and duty to wait out their return was respectful on all counts.  

     Redistricting now brings many changes across our state. For some, boundary lines have changed with new representation that splits some counties. It is very important that representatives, the prospective candidates as well as incumbents, visit with Judges and Commissioners. If these candidates or incumbents have not reached out to you yet in this election cycle, rest assured they are not thinking about you or your opinion. This demonstrates the importance of preparing yourselves to go to Austin in person in 2023, as your voice will be needed to speak up in support or opposition on your respective county’s behalf. Not everyone is comfortable with that role, but be prepared to at least call or email your representatives. Resources are available from our Association and our legal team to help you navigate; they have your best interests in mind – always. 

      ARPA funds are on everyone’s mind today. This may be viewed as a blessing, but beware of consequences. Do your research; how these federal dollars are to be used is very specific. Be aware: An outside auditor will document the use of all allocated funds. Be sure the project or the expenditure is eligible for funding, or you may be looking for a way to repay it. The real tragedy of this money, if there is one, would be if you don’t use it to better the lives of your citizens. 

     A personal view regarding elections: If one must stoop to win only by outlandish slander and smear campaigns, what kind of leader will he or she be? Remember, you work for everyone, not just for those you think elected you.
