A Century of Service

“It shall be the purpose of this Association to create a greater interest in county government and to unite its members to promote better business methods in county government, and to foster the general welfare of county government throughout all counties in the State of Texas.”  — Excerpt, CJCAT Constitution

This month, October 2021, the County Judges and Commissioners Association of Texas will conduct its 99th Annual State Conference. For 100 years, County Judges and Commissioners have joined together to not only educate themselves as required by law, but to learn and grow as servant leaders.

As the Official Publication of the County Judges and Commissioners Association, County Progress has been privileged to report on county government and cover hundreds of regional and state meetings.

Throughout the next year, as we look toward the 100th Annual State Conference, County Progress will celebrate
A Century of Service with glimpses into each decade. For example the following offers a snapshot of several classes offered at the September 1930 Annual State Conference in Tarrant County:

In that same issue, September 1930, we found the following “exhortation” to participate in the conference classes:

 Attend the Conference and Profit By It

There are two general classes of members in attendance at every normal convention: (1) Those who participate in the regular business sessions, and (2) those who don’t.

The success of the convention and the future success of the Association depend to a large degree upon the percentage of the total attendance taking part in the business at hand.  It is not the number attending taking part in the business at hand.  It is not the number attending a convention that governs its value to the general body the Association represents.  It is what those in attendance do after they get there.

Naturally, a certain amount of entertainment is desirable – even essential – part of any modern convention; but the entertainment phase of a convention never was meant to take the major lead in the thoughts of delegates.

Entertainment is meant to make the event more lively; to permit those in attendance to combine business and pleasure.  But no good businessman permits pleasure to replace business in his routine.
