AI in County Government

May 13, 2025 by Julie Anderson

By CJCAT President Byron Ryder
Leon County Judge

Artificial intelligence (AI) is going to transform public services throughout the world, and Texas counties are no exception. AI is technology that enables computers and machines to simulate human learning, comprehensive problem solving, decision-making, and creativity. It will enhance efficiency and accuracy, improve public services, and help manage the challenges of a growing population.

AI is not really that intelligent because all it is doing is pulling data that has already been used and assembling that data into a usable form. It is basically using data that everyone has access to and giving it back to you in a form that can help you in your task. With that said, be sure you always check the accuracy of the data you requested.

Texas counties can benefit from AI by streamlining governmental processes. AI helps handle backlogs in various offices by processing permits, managing records, and even handling citizen requests. It is especially useful for repetitive, detail-oriented tasks such as processing large amounts of documents.

AI has proven to be a very valuable tool for law enforcement. It can identify crime hotspots and allocate law enforcement resources more effectively. It also helps law enforcement focus on efforts where they are needed the most. Surveillance systems that are equipped with facial recognition and license plate detectors are helping to monitor public spaces and improve response times. This technology has raised privacy issues, so counties need to try to balance technological advances with people’s rights to privacy by transparent policies and community involvement.

Another area where artificial intelligence really can help is the responsibility of maintaining roads, bridges, and other infrastructures. It can identify potholes, washouts, debris in roadways, and other significant maintenance issues in the county.

AI can improve emergency preparedness and response efforts for natural disasters, which are very common in Texas. It can help in predicting weather patterns and disaster impacts in order to be prepared for weather events and evacuations.

AI can enhance transparency between the county and its citizens. It will allow citizens an easy way to track spending, project progress, and give information on policies of the county.

Despite all its potential, AI comes with challenges. Data privacy and security are major concerns. Counties need to ensure the public that the AI information is transparent and fair, which requires ongoing monitoring.

This technology could be very expensive, and smaller counties may have limited budget resources to get this technology unless they can get state and/or federal help. Whatever you do, successful implementation of AI requires careful planning and development of a county policy.
