A Time for Problem-Solving
This year has certainly been a busy time for politics. With redistricting and delayed primaries, the election cycle has consumed a great deal of time and energy.
However, with the completion of the November election, we must immediately assume a problem-solving role. Legislative pre-filing of bills will begin the week after the election. Lt. Gov. Dewhurst has already announced his appointment of Senate Committee Chairmanships.
The Legislature will be confronted by another budget deficit. An emergency appropriation from the “Rainy Day” Stabilization Fund will be required to complete the current fiscal year. Additional reductions in state programs will be necessary to balance the budget without additional revenue sources.
The Resolutions adopted at the State Conference will provide the legislative framework for our County Judges and Commissioners Association of Texas (see page ?). The Executive Board and Legislative Committee will respond to these and other issues. Please discuss these issues with your legislators before the session begins in January.
The state leadership has committed to end the practice of diversion of dedicated funds to balance the state budget. This practice has reduced the funds available for vital programs, such as the 9-1-1 communication systems and EMS transportation services. Please urge your legislators to fulfill this commitment.
