The Rockwall County Commissioners Court developed a Road Improvements Web page to serve as a comprehensive source for the citizens of Rockwall County to keep informed on the many transportation initiatives currently underway in the county.
In November 2004 Rockwall County voters approved the issuance of $17.25 million in bonds for road improvements. At that time, several projects were specifically identified to be partially funded by the Rockwall County dollars. The remaining necessary funding was anticipated to be provided in part by the Texas Department of Transportation (TxDOT) and the cities where each of the projects are located.

Question: Why does Rockwall County have to take the lead on TxDOT projects?
Answer: TxDOT has a limited amount of funding that districts compete for throughout the state. If Rockwall County waits for roads improvements to occur based on TxDOT funding and scheduling, it could be 10 years or longer until the proposed improvements begin construction. By taking the lead on funding and project programming, Rockwall County is in the driver’s seat. The county can prioritize projects based on their needs and they can leverage the funding from the Bond Program to expedite the TxDOT and NCTCOG funds matching.
Question: When will construction start and finish?
Answer: The typical time frame for preliminary design, environmental clearance, final design, right of way acquisition and utility relocation is four to five years or more. However, Rockwall County is striving to reduce this duration to approximately two years by performing normally sequential tasks in parallel. This approach for fully funded projects may allow construction to begin in late 2007 or early in 2008. The typical duration for construction is 12 to 24 months depending on the project.
