Andrews Mayor Bob Zap has served in city government for almost two decades. Upon his mayoral election some seven years ago, Zap attended a meeting of mayors and city council members.
He came home shocked.
“I just took it for granted that cities and counties work together like we do,” Zap said. “But you know, we’re oddballs!”
