As we move into February, I want to highlight an individual who plays a vital role for counties across Texas: CJCAT Program Director Rick Thompson. While many focus on the legislative session once it begins, Rick’s work starts long before the first day at the Capitol. In preparation for the 2025 legislative year, Rick spent countless hours in advance ensuring county officials were ready to effectively advocate for county issues.
When the legislative sessions began, Rick could often be found in the office during the early morning hours, organizing daily schedules and preparing for meetings at the Capitol. Each day, he met with two elected officials assigned to “walk the halls” for a week, visiting with senators and representatives to discuss issues affecting Texas counties. Rick ensured those officials were fully briefed on relevant issues and then led the visits, helping deliver a clear and consistent message on behalf of counties.
Beyond legislative visits, Rick also provides leadership when county officials are asked to appear as witnesses in committee hearings. The Texas Capitol is a massive and complex place with specific procedures for signing in and registering to testify. Rick guides county officials through every step of that process, ensuring they are prepared, confident, and focused on effectively representing counties.
Even after long days at the Capitol, Rick’s work does not end. At the close of each day, he gathers officials back in his office to review meetings and debrief on the day’s events, often spending time well into the evenings. These discussions help keep counties aligned, informed, and ready for the days ahead.
I cannot express enough how fortunate the CJCAT is to have Rick on our team. Rick consistently goes the extra mile to support county officials, truly reflecting last year’s Association theme of Above and Beyond. Rick is passionate about his work, and it shows.
If you have not yet had the opportunity to meet Rick, I encourage you to make it a goal to do so. As I stated when I became president, leadership beyond the courthouse can greatly impact the entire state of Texas. Now is the time to engage with your representatives. Attend town hall meetings, visit legislative offices, and meet with senators and representatives, especially those from your district. While the legislature is out of session, they have more time to listen.
