Solving Our Legislative Relationship Problem: A New Year’s Resolution

In the October issue of County Progress, we discussed the deteriorating relationship between counties and the state leadership. Given the constitutional control exercised by the legislature over counties, this is a serious problem needing our attention. As we consider resolutions for the New Year, let’s discuss some suggestions to improve relationships with our legislators.

“Just the Facts” – Joe Friday, Dragnet

Certain special interest groups are the primary source of misinformation about counties. These groups spend millions to circulate false statements accusing counties of excessive taxation and spending. Counties must respond with accurate facts.

  1. State taxation has increased 58.6 percent in the past 10 years.
  2. While county taxes have increased 42.8 percent, most county taxes are required to fund state unfunded mandates.
  3. Counties provide notice, hearings, and annual statements of their taxes under a 3.5 percent revenue cap while the State of Texas silently collects more sales taxes with no notice or hearings and proposes a 1 percent cap on counties.
  4. The State Budget has increased spending by 43 percent in four years while the legislature proposes budget limitations on counties.
  5. Texas ranks 40th in total state/local taxes due to continued efficiency in its local governments. Local taxpayers and legislators need to hear these truths about taxes and spending.

After correcting the record on county taxation and spending, let’s resolve to establish a genuinely friendly relationship with our legislators. Like county officials, most legislators are dedicated public servants, certainly not becoming wealthy on the $7,200 annual salary. A pat on the back is as important as a kick in the rear. Here are some ideas on improving relationships:

  1. Research their record and remember to acknowledge their good deeds. There have been positive achievements in all of the recent legislative sessions, especially in grant programs.
  2. Publicly recognize your representative and senator for their support for CTIF County Road Repair Grants, Rural Law Enforcement Grants, Rural Ambulance Grants, Historic Courthouse Preservation Grants, and other programs that benefit local taxpayers. Invite them to any dedications for projects receiving state funds.

Establish Political Goodwill

  1. Make a contribution to their campaign fund. While judges with judicial duties cannot make a public endorsement, contributions to a campaign fund are allowed.
  2. Invite your legislators to attend Commissioners Court meetings and accompany you to civic functions and luncheons.
  3. Issue press statements recognizing their legislative achievements.
  4. Request that their staff keep you advised of planned visits to your county.
  5. Defend them from unfair criticism by extremist groups. Your kind words of support will pay dividends.

Establish Personal Connections

  1. Send a note or text recognizing their birthday, anniversary, graduations, and sympathy upon loss of a family member.
  2. Introduce them to your county officials and local citizens.
  3. Refer customers and clients to their private business or professional practice.
  4. Remember to utilize the CJCAT staff and officers to convey your good wishes during the legislative sessions.

We will never match the financial resources of the special interest groups, but they will never match county officials for honesty, sincerity, and truthfulness. Let’s resolve to educate and improve our relationships with our taxpayers and legislators in the New Year.
